The only way I can think of is to add a bogus entry on the palette (perhaps
a template entry in a separate group, and making its editpart not
selectable). Perhaps you should try some other approach. Tooltips, maybe?
Another option would be to add an empty drawer named "User-Customized Parts"
or something like that. And then, as tooltip, you mention that the user can
add new parts to that drawer.
