What is the best way to extend the behavior of a plug-in?

For example,

An existing plugin defines the "export" action in a popup menu. But, if I
want something extra happen after that "export", how can I do that if I do
not want to change the code inside "export" and plugin and not adding a
new popup menu item?

thanks
