I have a folder in my project called resources, containing
foo.properties. In order to load this as a resource bundle, I am forced
to include the resource folder in the classpath in the project
(Properties -> Java Build Path -> Libraries -> Add Class Folder) AND add
the path to the resource folder to the Run Dialog Program Arguments text
box.

If I only do one or the other, I get a MissingResourceException.

Is this how this is intended to be?
