Sorry, I don't think there's a way of disabling that item on the palette.
But if it's not possible to use that tool (i.e., if the targeted EditPart
returns null or UnexecutableCommand), the user will see a "Not allowed"
cursor when dragging that tool. Is that not acceptable?
