Hi!

Is there a way to specify VM arguments for a whole project, so that I don't
have to specify it under "VM Arguments" for each "run/debug" configuration?

You can set default vm arguments for each installed JRE.

Window>Preferences>Java>Installed JREs
Click Edit for one of the JREs
Set the Default VM Arguments.
