The property view for an element is not available in the shcmea editor for
1.0M8 version of the web tools. Is it a known issue or am I doing
something wrong.

Is the Properties view not showing or is it just empty? If it's not
showing at all, go to the "Window" menu and choose "Show View" and
then "Other..." The Properties view is located within the Basic
category. If it's showing but is completely empty, that would be a bug.

The property view window itself is there, it only shows the schema
information(prefix, target name space), It is not changing to element
specific information when I am on an element.
Also the autocompletion for the element attributes is either slow or
sometimes it is not there at all when I do the ctl+space.
