In general, there are enough changes between eclipse releases one year apart
that I wold not just use the update manager for upgrades. Update manager is
best used to install new features, updates, patches, but I'd say eclipse
itself has too many changes that are not always just plug-in level updates
(which is what Update manager handles). For example eclipse.exe,
startup.jar, etc. may not be the same and they are not updateable via the
update manager.

That is somewhat understandable, although I'd suggest that the Update
Manager be enhanced to perform "complete" updates when appropriate,
instead of just plugins and features. Main reason is that I still find
it somewhat painful to upgrade to a new installation, what with
preferences and plug-ins and all.
In the end, I realized this other machine had few plug-ins and
preferences set, so I just installed 2.1 and let it migrate my workspace.

I guessed that was coming (darn open source projects - always asking for
users' input and help! :-)
I like "Service increments" and "Dot-Releases", but keep the examples
(1.0.2 -> 1.0.3 and 1.0.x -> 1.1.x)
Or, just "Minor increments" and "Major releases" sounds good, too.
