Here is what the Visual Editor FAQ said:
VE can now be downloaded through Update Manager. Select "Find and
Install..." then select "Search for new features to install..." From there
expand Eclipse.org update site, and select EMF, GEF, and Visual Editor
updates categories. Then select the Visual Editor (or Visual Editor SDK if
you want to do development for the Visual Editor, or see its source). It
will tell then tell you what compatible levels of EMF and GEF are
required. Select those too, and then finish the install.

Between "selected" and "a list appears", I have to (1) hit the "Finish"
button, and (2) tell it that yes, that default site is the one I want to
go to from amongst the mirrors. Once the list appears, I have to click
the + to expand them to see the actual items to install... when you said
the list "appears but it is empty", were there items to expand you
didn't expand?

Worked for me. Do you have any proxy issues to fix in the
Windows=>Preferences=>Install/Update=>Proxy settings boxes?? How long
did it take when it went "out" to the update manager server system?

That, as I said, worked for me.

I went through this exact scenario, and nothing tells you exactly what
you are seeing. Here is the solution for this though, its an incremental
update issue. The version of eclipse you installed needs to be updated
first before you can see the options for additional updates. Therefore
when you get to the update list from the eclise site, select the latest
updates in the tree and install them. After this finishes and you rerun
the update manager you will see a second url to gather updates from,
that's the one that contains items like EMF and GEF. Be forwarned, its
confusing becuase the listing shows the urls with the same name. Once
you select both of them you will see one returns with the items you are
looking for.
