You have to set Source Attachment or Javadoc location for this external
library.

Use following steps to do it:
1) Open project preferences
2) Go on Java Build Path page and Librairies tab
3) Expand your external library
4) Select Source attachment and press Edit button
5) Press on External file... button and find zip file of source files
or External folder... button if your source are still in a folder
6) Validate all dialogs and then you should get javadoc on hover and F2
