Did you install the prerequisites for WTP (listed on the download page)?

If you did then check that the plugins are enabled:

start eclipse with "eclipse -clean" to force a reload of all plugins

if that doesn't work then:

Help -> Software Updates -> Manage Configuration

You should see the various plugins you installed in this list (EMF, GEF,
WTP etc.)

If they are not there then click the third icon from the right (Show
Disabled Features)

They should appear in the list now with a little red "no entry" symbol.

Try and enable them manually, if they fail to load then you will be
given a meaningful error message.

I reinstalled the preconfigured zip file.
All the plugins appear but I still don't get the dynamic web project.
