F2 to get tool tip info (extracted from source) or Shift+F2 to get see
Javadoc in a browser. You might also want to give the Javadoc view a try
(if your on 3.0 stream).

How what? Open the view using Window > Show view > Javadoc (or use
Other... if you don't see the Javadoc view).

Is there an option to change the java doc source from sun.com to my local
directory?

Yes. Select the JAR and open its properties. There you can change source
and Javadoc location.
