The posts refer to the Dev-C++ IDE, but just replace Dev-C++ with
Eclipse CDT and everything should make sense.

I haven't actually got DirectX stuff building with Eclipse yet, but the
only hurdle I have is importing by existing projects into a new managed
CDT project. I have got DirectX9 stuff build with MinGW.
