That doesn't make sense, as you suspect.
When you say Eclipse "does not allow" it, what exactly do you mean? What
is Eclipse telling you?

One possibility is if you are using non-default locations for your
Projects (locating the projects on your drive other than in the
workspace directory). If you're using that feature, you must be careful
not to have Project locations overlap with each other.
