"Install/update preferences" are pretty limited.

Actually got back the original problem after I clicked "Cancel" a few
times for the username/password message:

Network connection problems encountered during search.
Unable to access
" https://rtpgsa.ibm.com/projects/b/build.portal/Gibraltar/Ecl ipse_wplc_Plugin/".
Unable to access site:
" https://rtpgsa.ibm.com/projects/b/build.portal/Gibraltar/Ecl ipse_wplc_Plugin/"
[Server returned HTTP response code: "401 Authorization Required" for
URL:
https://rtpgsa.ibm.com/projects/b/build.portal/Gibraltar/Ecl ipse_wplc_Plugin/.]
