area? I found in the help a way to create a resource filter in plugin.xml
using org.eclipse.ui.ide.resourceFilters. If there is no such CVS filtering
capabliity, I presume one could join the Eclipse development team and write
org.eclipse.ui.ide.cvsFilters. Would this be an appropriate direction to
take?

Have you looked at the Synchronize view? Right-click on a Project (or a
folder/folders) and choose Team > Synchronize. It shows incoming and
outgoing changes and provides the user the ability to see side-by-side
comparison of each changed file.
