Is it possible to define key bindings that work regardless of modifier keys?
For example, I want to be able to have up/down/left/right key bindings that
behave the same way regardless of whether or not the user is holding down
shift, alt, control, etc. Do I need to define separate actions for each
modifier?

If you use keybindings, you can define several keybindings for one command.
