Just upgraded to the latest releases of Bugzilla (3.2) and Mylyn and am
still seeing the same problem.
When i create a new task the "Assigned to" and "Ass CC" fields do not show
all of the available bugzilla users. However all users are visible when
creating an identical task through bugzilla web interface. What gives?
Any suggestions would be greatly appreciated.

Have you looked at https://bugs.eclipse.org/bugs/show_bug.cgi?id=168204.

I think that this is the task which can include a patch for this.
