this is a fresh install of eclipse and birt.
in the logfile directory
C:\eclipse\plugins\org.eclipse.birt.report.viewer_1.0.0\birt \logs I see this
as the last lines before the above error:

shutdown
INFO: Data engine shuts down

I had only installed the java jre, and i apparently needed the sdk for the
javac compiler.
