Is Xerces a separate install due to license agreement incompatibilities?

Hi Christopher,

We are currently reviewing the license agreements of third party content,
including Xerces, which we would like to include with the WTP download. As
you stated in your question, we need to ensure there are no license
agreement incompatibilities with third party content that will limit the
WTP project beyond its own license agreement.

We should have an answer with respect to including Xerces in the WTP
download for our M3 milestone.

Yep, also seems bizarre given that apache ant jars are included with the
Eclipse platform. I imagine WSDL4J isn't checked into the repository for
similar reasons. Seems kind of silly IMHO...
