Hello,
I would like to suggest to improve the usability of RAP for beginners to
create a "Ready to RAP" version of Eclipse including of course PDE, RAP,
and many other plugins which could be useful for RAP development (VE?).

Hi Xavier,
I don't think that a "Eclipse for RAP" would be feasable as RAP tries to
enable developers to single-source RCP and Web/RAP applications. This
means that in the end you should not see any difference in developing
RAP or RCP projects (let's forget things like single/multi user problems
in this discussion as this is code-level and not tooling-related).
In my opinion this means that the RCP/Plug-In Dev package is perfectly
ok for RAP developers.
But you're free to suggest such a package, see the Eclipse Packaging
Project (EPP): http://www.eclipse.org/epp/
