Is there a way to arrange views to get this grouping behavior?

Yes, but you would need to use CodePro to get there. CodePro includes a
"Java Packages" view which is actually a composite of the four views mention
above. The composite acts as a single view which can then be grouped with
another view. Here are some pics...
