Hi,
I hope, except for the Eclipse Summit Europe, everybody is still around
and even if the call this week may not have occurred, that it shall do
again next week?
In the light that we may then hope to see some committed code already,
here is another very interesting translation plugin (this time just from
Eclipse Plugin Central) that even aims to automate some of the
translation based on Google:

It seems like the only i18n tool at EPC btw, the others with keywords
like translation have more to do with persistence and model translation,
not natural languages.
Being listed on EPC, I am sure, we should be able to get in touch with
them somehow.

It's very interesting. Machine translation is not very mature yet, so the
translations are not accurate. However, maybe at least we can prime the
resource bundles with the machine translations. Then the translators just
have to review and modify the translations. That may help jump start the
translations.

According to the company's web site it seems, they might be Chinese btw.
Another interesting factor, as my Indian colleagues at BEA said, that
India tends to use a lot more English software anyway, so their
translation needs may not be as urgent, as let's say languages like
Chinese, Japanese, Korean or Russian...
