Would it be a good idea to move birt to the commons logging api so that both
the jdk logger and log4j can be used. I think this would help integration a
good deal.

We actually started with common-loggings but received complains on class
loading. See http://www.qos.ch/logging/thinkAgain.jsp for detail. We moved
to Java 1.4 logging because it is Java's native logging support. At this
moment, it may be lagging behind Log4j, but will probably catch up over
time.
