DomDocument cannot be resolved to a class [message #1834923]

I cannot seem to be able to find a fix for this for both window and linux version of 2020-06 eclipse. The DomDocument initialization '$dom = new DomDocument();" gives me a red X and eclipse tells me that "DOMDocument cannot be resolved to a class". Searched for a while but I cannot find a remedy? What am I missing?
