How to : show 'Review Licenses' window every time? [message #336736]

Hello,

We have developed a eclipse plug-in.
It is expected to be used by the users on eclipse-3.4 and eclipse-3.5.
We want the users to agree with the terms and conditions of the license
every time the plug-in is installed.
Currently (in both 3.4 and 3.5) the review licenses page appears only
during the first installation. If the plug-in is uninstalled and
re-installed the review licenses page doesn't show up.
How can I force that page to appear every time the plug-in is installed?
Or is something wrong in our plug-in code / manifest?
Please point me to right group if this isn't the one.
