Can't use Install Software and can't run some plug-ins on 3.5 M7 release [message #335870]

Hi.

I and some Japanese friends(Yes, I'm also Japanese) can't install plug-ins
through old update site system in Eclipse 3.5 M7 release.And he told me he
can't use Subversive in that release.Is this only Japanese environment
problem?

What kind of error message do you get while trying to install on 3.5 M7?
Are there any messages in your error log <workspace>/.metadata/.log
related to the installation attempt
