I think your assumption is correct, although one way to check is to search  
for bug reports in Bugzilla.  (FWIW, undo seems to be working fine for me;  
I'd perish in minutes without it.) 
 
Can you be more specific about exactly what you're doing (what OS, exact  
Eclipse version, exact repro steps)? 
 
Does it happen if you create a fresh workspace, fresh project, and fresh  
file? 
 
Do you have any third-party plugins installed that might be interfering? 
 
Are there any errors reported in the error log (PDE Runtime Perspective ->  
Errors View)? 
 
Does it fail regardless of how you try to access the command, i.e., from the  
menu as well as from keyboard shortcut?
