Why cannot run IN-CSE and MN-CSE in defferent PC [message #1736422]

I tried to run IN-CSE and MN-CSE in defferent PC, both PC are connected in 1 network. I config both in IN-CSE and MN-CSE configuration base on IPv4 of the PCs but when the MN-CSE send request to IN-CSE, it doesn't recieve any response. Could anyone explain for me why it is not work. Thanks for your help.
