Hello, I am new to this and am not sure i posted this in the right section, but i really need some help!

I cannot install eclipse on my windows 7 x64 pc, because the installer says "Network Problem - The catalog could not be loaded. Please ensure that you have network access and, if needed, have configured your network proxy."

Thing is, I AM connected to the internet, and my firewall acutally allows the .exe of this installer. (Checked it twice.) I am not running any proxy or anything of the sort I know of?
On my laptop with windows 8 (connected to the same network) everything works perfectly normal. But on my pc, I get this weird error and I dont know what is causing it. Does someone have any ideas? Sad

The other option is, of course, just to download the zip file of the
Eclipse package you want and explode it in your Windows 7 filesystem
where you want it. You don't have to wait upon the formal installation
(which is only a year old or so--before that we did what I just outlined
no matter what operating system).

This solution does work, but even with the newest eclipse version I cannot even connect to the eclipse marketplace or establish an SVN repository connection, which I really need. It just won't connect to the internet at all and I still have no idea why it is like that. (Its not my firewall, I checked that)

I have the same problem.
I tried to fix it by setting the proxy for the HTTP connection, as I'm installing on a PC inside an organization's LAN, but the security guy cannot see me at the proxy. As if the Eclipse installation is not even trying to access the proxy.

So far, I'm stuck !!

Even the individual .zip file downloads are taking 12+ hours on two of my systems at two different locations, and we're seeing network failures on downloads on both. Pretty much can't install Eclipse at this point on any of our systems.

How i fixed this error.

Choose the option "change network proxy" from the available options on error window.

Then, Unselect "Dynamic" and click ok.

Done.

I don't see either of the above options in the installer menu.
First option is Configure Network Proxy, so I clicked that button assuming that's what you meant. It opens up this screen

index.php/fa/26882/0/

The dropdown box holds options Direct, Manual, Native.

I am also using no proxy's and have turned off my firewall to try to allow it. I'm on Windows 10.

I'm also attempting to find zip files of Neon, but if anyone can point me in the direction that would be helpful.

Hi folks. Unfortunately this problem persists. None of the posts above allow the installer to work. I always get the error listed above.
I'm on a Mac inside a corporate firewall. Thanks for any help.

I solved it by removing the SOCKS Host setting. This was on Ubuntu 16.04 with no anti-virus.

I had same problem but I discovered that I needed the http_proxy https_proxy and ftp_proxy settings exported to my environment. It already was when I log into my linux user home account but was not when I switched to root by su -. So I had to re-export those proxy settings as root. And then it worked

I am having the catalogue error when I attempt to use the installer regardless that, at home, I only have a DSL modem between me and the internet...no proxy
I downloaded an Eclipse ZIP file but I do not see an executable in there only jar files. May I have some help with this, please?

I get the same error, I have windows 10 , I disabled the firewall, changed from to direct as I do not have a proxy server. I downloaded the zip file but I cannot find an exe file

The installer is trying to download this file:

http://www.eclipse.org/setups/setups.zip

If that fails for whatever reason (and you don't have an older version in the cache because it's never succeeded before), this dialog will come up. Are you able to access that URL via your browser?

I can access the site no problem and I downloaded the zip file. I don't have a older version in cache.

The *.exe will be in in the folder eclipse/eclipse.exe wherever you unzip it.

Thanks Ed, however, there is not an exe file contained in the zip file located here: http://www.eclipse.org/setups/setups.zip, is this the right file location?

I assumed you were trying to download one of the packages that you can unzip:

https://www.eclipse.org/downloads/packages/

The setups.zip is just the catalog from which you can choose which package you want to install, but if you can't download that, it's likely you'll have other network problems (downloading the artifacts that need to be installed) even if you could download the catalog.

Thanks Ed. Malware was preventing me from installing the app. It is working now. I saw nothing in the forum about malware being a culprit preventing installation so this is good info, I think, for all others like me.

download Malwarebytes and scan your computer and follow prompts, maybe disable your virus scanner before running malwarebytes

I was getting this when trying to install inside a VM with a particular proxy configuration.

I found that if I update the HTTP and HTTPS to match the "Manual Proxy Setup " from my VM settings, by adding the Address and Port, and selecting the option which had HTTP, HTTPS ticked (I forgot which of the 3 that was, I think Manual) , I was able to get rid of the error.

Didn't work in my remote desktop which is connected to company network. I use VPN to connect to it. It works fine in my laptop connected to my home network. I have never seen that with any other app. We developers already have enough to deal with so that is really an unnecessary and annoying issue. I shouldn't spend time trying to figure out proxy settings to install an app.

There are plenty of company policies limiting the Internet accesses when there is a VPN running. This is to prevent sneak paths around the company firewall, but all the policies are not exactly to the point, they often limit more than is necessary.

You're trying not run the installer *.exe; it doesn't need permission to run. Or are you trying to unzip package the *.zip? If the latter, trying using https://www.7-zip.org/ because the Windows unzip is kind of brain dead.

GO TO Change Networks setings
ON THE LABEL "Active Provider" CLICK ON the dropdown and select any option where the dynamic on the list will be unchecked.
