What is strange, I cannot see Help > Software Updates > Manage

Under Installed Software I can see only "Eclipse Platform".
So my question is what I'm doing wrong?
Perhaps, some lines from log will help. At least I can suspect that
initial start is taking so long because of network problem (I'm sitting
behind a proxy):
