[aeri] [client] do not show popups if Eclipse has no focus [message #1704891]

Some users complained that aeri showed popups even when Eclipse did not have focus. This behavior changes in SR1. No popups will occur when Eclipse does not have focus at the moment when the popup would have been displayed.
