I am running Luna and here is a list of the installed s/w:

Eclipse IDE for Java Developers 4.4.2.20150219-0708
PyDev for Eclipse 3.9.2.201502050007
Subversive Revision Graph (Optional) 2.0.3.I20141224-1700
Subversive SVN Connectors 4.1.3.I20150214-1700
Subversive SVN Team Provider 2.0.4.I20150123-1700
SVNKit 1.8.7 Implementation (Optional) 4.1.3.I20150214-1700

In the PyDev prospective I select a program and the Team menu only shows:
Apply Patch...
Show Local History
Share Project (grayed out)

I am missing the entire SVN options menu. This is an Ubuntu 14.04 64 bit installation. I have also installed svn 1.8 as an O/S package.

How do I fix this please? I should see the svn options: sync with repo, commit...

If there is not SVN actions in Team menu, it means the project is not shared with Subversive. And since there "Share Project" is grayed out, I suspect you did open Team menu not over the project but over the folder or file inside the project.
So, in order to connect to SVN you should open Team menu over the project node and then share it with SVN.
