I have been reading some eclipse source and I was very surprised to find
chunks of code to "migrate" config files mixed in with regular ui
code. Is this a general eclipse strategy? That is, should eclipse
plugins expect to migrate old configs by writing code into new versions
of plugins? Is there platform support for this kind of code so that once
in place we can expect that is the end of it? Or was this just a fluke?

Can you point to an specific example of what you're asking about? I'm
having a little trouble following...
