Eclipse uses bugzilla for reporting bugs, for keeping
track of major plans, and of course, it is also used
for new feature requests.

Search bugzilla at http://www.eclipse.org > bugs > Find a bug report
Search for bugs where the summary contains "feature request" or
select Severity = enhancement.

Actually, RFCs are typically only generated for plan items. Follow
Chris' steps to search bugzilla, but search for open bugs with the
keyword "plan". Most plan item bug reports will give a link to any
existing documentation on the item.
