afaik the update servers aren't providing 3.1 yet. Easiest way to
upgrade for now is:
- download and unzip 3.1 into fresh location
- install all plug-ins which you installed for 3.0.2 (they should
continue to work)
- start it with -vm <vm location> -data <workspace loaction>

I don't think most plug-ins for 3.0.x will run out of the box in 3.1.
Most plug-ins will have to be updated for api changes in 3.1.

The automatic upgrade mechanism does not support major new releases like
going from 3.0 to 3.1 - you need to install it separately. See this wiki
