The Capabilities preference page is contributed by "org.eclipse.sdk", which
is a product-level configuration. I don't believe you get that plug-in if
you download the pieces separately.
You can add the preference page yourself, with your own plug-in. You just
need to look at the plugin.xml file for org.eclipse.sdk, and copy over the
org.eclipse.ui.activitySupport, org.eclipse.ui.preferencePages and
org.eclipse.ui.activities extensions.
