I have an RCP where features are installed in locations other than the
base platform location. I need to specify the splash screen location.
Currently I do this with the following line in the config.ini file:

osgi.splashPath = platform:/base/plugins/<plugin id>_1.0.0/icons

The problem is that the splash screen cannot be found because it is NOT
under the base/plugins directory. How can I specify the real location of
the plugin directory without resorting to a full file URL?
