You should have a dropdown button in the eclipse main toolbar to create
your first line. Then when the table is not empty, the top level line
creation menu should be available from any line selection.
The bug 453522 [1] has been created to report this confusing way to
create the first line. Do not hesitate to comment it or propose
improvement ideas.
