If not, how to build https://github.com/eclipse/ice ??

I am so sorry for the slow reply on this! I wish I had a better excuse than simply neglecting to look at the forums.

Yes, the download link you list is the correct link. It is important to note that we are an incubation project, so we cannot yet distribute binaries through the Foundation's servers. We have permission to distribute the binaries at old site until we are out of incubation.

If you have any other questions, please email us at ice-users@eclipse.org or ice-dev@eclipse.org. I promise I'll monitor the forums better too.
