The "Create a Hello World SWT application" tutorial ... am unable to follow the instructions. File -> Import ... opens the Import dialog box. The choices are General, CVS, Git, etc. ... none of them are Plug-In Development.

See Eclipse Community Forums: Newcomers » SWT Tutorial doesn't work?
Latest packages - e.g. "Eclipse IDE for Java Developers" - still have this disability.

The SWT tutorial is in the Platform Plug-in Development Guide. It is recommended to install the related plug-in from Eclipse repository.

Go to Help -> Install new software, select the update site, and from the site list General Purpose Tools -> Eclipse Plug-in Development Environment.
