There is nothing under the File->New menu and I did Help->Install Software and installed the ADT Plugin.

Literally nothing? Which Eclipse download (the file name) did you start from? Or is this a case of not seeing new features after installing ADT? If so, https://www.eclipse.org/forums/index.php/t/225513/ .

If you're having trouble with ADT, you should read the sticky posts at
the top of this forum.
