Noob Question: New Layouts for Android are half size. [message #1431788]

Hey there everyone. This has been a recurring issue for me that seems to go away when I restart Eclipse but will come back randomly.

What happens is when I try to add a new layout it sometimes adds a really short one and will only add short layouts until I restart Eclipse. Here's a picture of what it looks like:

Can anybody tell me what setting might be getting messed up or what's going on?

EDIT: Figured it out, it somehow keeps getting set to program for the android watch.
