I cannot see Pulsar anywhere at Eclipse.org, except for the actual download
of course.

Is this located under the Mobile/Embedded projects or elsewhere, e.g. with
Release Trains?

As I am a member of the JCP EC Working Group for Java ME, I am interested to
learn more about this and also potentially point fellow members to Pulsar.
