It's the opposite. If you run on java8 the bundle does not resolve, if
you would run on jdk6/7 it would resolve and bring up a message box
telling you that e(fx)clipse is disabled because it requires java8.

May I suggest (IF POSSIBLE) changing the message and type into something less alarming then? Like a "You're properly using Java 8" warning.
From an user PoV if any other error happens and you just see "FrameworkEvent ERROR" you might think it could be one of the reasons and would spend some time checking it.

I can not change this message it's from the Equinox-Resolver, we could
change to resolve always and do the checks once we are loaded. File a
bug and we'll try to look into this.
