Just to be sure I get this right.
Is it possible to run a commited .setup in an existing IDE.
So let's say, I have a GIT view, and I can see the .setup file, is there
an Oomph 'installer' which can run this file from with the IDE?
Of course, this would defeat some of the purpose (Provision the IDE from
scratch), but it could help to provision an existing IDE's, Workspace,
TP, preferences, without having to provision a complete new IDE. (This
was my initial thought about Oomph).

If you have Oomph installed, yes.

No, it needs to be in a catalog. But you can add it to a catalog
generally with drag and drop (though some complain that doesn't work)....

If you have Oomph installed, there is a wizard (in the toolbar) to add
projects from the catalog, and that IDE will be updated to install the
necessary tools and so on, just like installing an IDE from the installer.
