Hi, Alexander,
You would have had to deliberately open the Palette view (from the
"General" category in the Window -> Open View dialog). This is a
separate view part like any other view in Eclipse (Project Explorer,
Properties, Outline, etc.) that shows the palette for the current
diagram editor instead of having that editor embed the palette within
itself. So, you'll know which mode you're in by whether that view is
open (you cannot open a second instance of the Palette view, so if it's
open, it will be show greyed out (disabled) in the Open View dialog).
In any case, from your initial post, it appears that you do have the
Palette view open because only that view would ever show the "A palette
is not available" message. It shows that when the active editor
doesn't have a palette. Such will be the case for a Papyrus model
editor that doesn't have any diagram open (the diagrams are tabs nested
within the Papyrus editor).
Initially, a Papyrus editor won't have any diagrams open; you need
either to create a new one, in which case it will be opened
automatically, or else find a diagram in the Model Explorer and
double-click it to open it. To create a new diagram, select an element
that is to be its context in the Model Explorer (for example, a package
for class diagrams or a state machine for state charts, etc.) and use
the context menu action to create the diagram.

Hi, Alexander,
Indeed, your editor does not have any diagram open. Diagrams must be
opened within in the Papyrus editor, which can present any number of
diagrams in separate tabs.
You will have have to open the Model Explorer view. In that view, you
can create new diagrams or double-click on existing diagrams to open
them in the editor.
