Hello Babel Team,

We're adding Subversive project to Babel. At first I need to create map file
with references to projects which contain properties files needed
translation.
But we already have localization fragments which contain translations for
several languages, but these translations are quite old, i.e. contain not
all keys and one fragment has a french translation, other fragment has
french and japanese translations.

Should we also include localization fragments in map file or we need to
contribute them to you in some other way?
