After installing language packs, I can't install/uninstall updates because
of the unresolved language pack dependencies. I always have to uninstall
the lang packs before and reinstall them. Is there any workaround for this?

I only use language packs because of RCP development. So a perfect
solution for me would be to enable language packs only for the RCP app,
and not my Eclipse platform. Is there a way to do this?

As to install only the plugins related to specific plugins, that cannot
happen with the current feature system. The bug also deals with it, but
so far the p2 developers haven't come back to us to discuss it.

In the meantime, I think you will need to do the plumbing of installing
the right fragment yourself, pretty sure p2 doesn't support this.
