While trying to install wls plugin, from software update manager, I am
getting network connection problem and the detail error is as:

Network connection problems encountered during search.
Unable to access "https://dev2devclub.bea.com/updates/wls-tools/europa/".
Error parsing site stream. [Premature end of file.]
Premature end of file.
Error parsing site stream. [Premature end of file.]
Premature end of file.

I am using wtp 2.0.

Any idea why I am getting this error?

It basically means the site.xml file from that URL is incorrect.
If I try to go to that URL with by browser, I get an "error" message about
needing an ID to login ... obviously, not a good update site response, if that is
also what you get.

How did you get to that URL? You might have to "manually" pick a different mirror.
