Cannot connect to VM message when debugging [message #213858]

I have created the Hello World example but when I try to run it I get a
message "Could not create the Java virtual machine." or "Cannot connect to
VM".

I suspect this is a reference to BUG 128605 debugger cannot connect to VM

I do not really understand how to workaround this.

Is there a newbie explanation of a workaround available?

Post eclipse version, OS etc.

But before check your firewall... Because newbie explanation is: your
firewall cuts eclipse.
